Bolton's Conservation Commission postponed a decision on a leash requirement for Bowers Spring and continued a tree-replanting dispute at a Sugar Road project. Commission member Scott Geer questioned the board's legal authority to impose a leash rule without a town vote, calling it "a huge overreach for the commission," while Harvard Conservation Agent Liz Allard cited Massachusetts General Law Chapter 40, Section 8 as the source of that authority. At 455 Sugar Road, representative Ryan Proctor said the applicants' preferred plan would remove 32 trees within the resource area, requiring 59 replacement trees under Bolton's bylaw; the hearing was continued to March 17.

The commission voted unanimously to close the hearing for 113 Still River Road and issue a negative determination with erosion-control conditions for applicant Thomas Broomfield's accessory dwelling unit project.
